✅ Step-by-Step Guide to Getting a Non-Commercial Learner’s Permit in Pennsylvania
Step 1: Download and Complete the Application (DL-180)
Start by downloading the Non-Commercial Learner’s Permit Application (DL-180) from PennDOT’s website. You’ll need this form throughout the entire process.
Step 2: Get a Physical Exam — Required by Law
Pennsylvania requires all first-time driver’s permit applicants to undergo a physical exam to verify their medical fitness. This must be completed by a licensed health care provider within six months of applying.
During your visit, the physician will:
- Conduct a full physical exam
- Complete the “Physician’s Report of Examination” on the back of the DL-180 form
- Review basic safety topics, such as seatbelt use and the risks of distracted driving

Step 3: Complete the Parent/Guardian Consent Form (DL-180TD)
If you’re under 18, your parent or guardian will need to fill out the DL-180TD form, giving you legal permission to apply for a permit. This form must either be signed in-person at the Driver License Center or notarized if done ahead of time.
Step 4: Prepare for and Take the Knowledge Test
Once your forms are complete:
- Bring your DL-180 and DL-180TD
- Bring proof of identification, your Social Security card, and the appropriate fee (usually $34.50 for a Class C learner’s permit)
- If your vision wasn’t tested during your physical, it will be done at the Driver License Center
You’ll take a multiple-choice Knowledge Test on road signs, driving laws, and safety. If you pass, you’ll receive your learner’s permit — valid for one year.
